The fortress served to protect the population of that lived around the area of today's Chernomorets. Sve je lepo osim mora koje je prljavo, nije slano i puno je algi i trave.
The sea is indeed less saline than the oceans (at least near the surface), and because of the great European rivers such as the Danube, Dniester and Dnipro there are lots of silt and nutrients that support the algae growth.

TIP: 25FPS makes some jugged motion on most displays, that only support 30 or 60 this days. While editing, you can save the output video file at 30/60Hz so the playback is smooth. EDIT: assuming the original footage was filmed at 30/60 but later downgraded to 25 by the edit software.

It must have some at least some water level measuring function. Right now the water level is quite low but I saw old pictures when the tower was barely above the water level.
