That's because Im - Gorosei - Celestial Dragons are the last enemy Luffy's gonna face as a Pirate King. They are the main enemy in One Piece but Oda can't reveal their motives and powers yet so he created the Rob Lucci role. The secret agent working directly under their commands. We learn their motives from Rob Lucci's missions and by making an appearance in almost every arc of New World saga Oda wants to send the message that "Hey Luffy won against Doffy, Big Mom, Kaido but the MAIN ENEMY is still there giving orders to CP0 ! Luffy won the fight but not the WAR against the World Government"
