You can get much higher quality solar equipment for the same price or less than that cheap Harbor freight garbage. Panels normally have to stay out in the weather for 20 to 50 years or more. Plastic does not hold up under the weather. Panels should not have plastic facing the sun. Cheap 12 and 24 V, 30 Amp charge controllers should only cost about $15 to $20. The higher quality and performance 30 Amp MPPT controllers should cost around $100. You can get good, high quality deep cycle batteries for about $1 to $1.50 per Amp hour at 12V.

Could be the ranger himself considering whether or not you’ve been there too long.

Best thing I've found to use at MRP is a long bright colored line of paracord with another color dangling down across it. Obviously no one should have taken your cone, just another suggestion and one that takes up less space.

Screw a big wood screw into the batterie and pull it, you may need to find an adapter plyer and hit the tube with a piece of wood but it should come. For the last batterie use an even longer screw.
