I don't know where your knowledge about dirt in Poland comes from - some stereotype is only partially justified. Polish cities have never been particularly dirty, they were gray and neglected. The Polish countryside used to be dirty, even disgusting, but that has also changed. There are no more small, dusty farms, and people started planting flowers and sowing grass in a modern way. You can travel around the center of Warsaw by metro, trams and buses. Driving a car makes no sense, because you won't find a parking space, and if you somehow find it, you will pay a lot for it.
