No expert but I believe this has to do with straw (as is hay) because bales of hay/straw are slippery and it is sometimes hard to get a grip on the bale so you are literally "grasping at straws" to get a grip on something.
I get that! I don't own that kind of hay, but I do have drinking straws. Anything to help my students to be more likely to remember something haha
Except they mean this one 🌾 not a straw for something like a soda shown here..
