Tenant should contact SHELTER for legal aid and first class legal advice with a solicitor and report such a landlord for harassment to the police and get a file number to pass to the solicitor. ALSO the tenant can counterclaim for disrepair and withhold rent until all repairs are completed. The electricity meter is external to the flat and there is NO EVIDENCE that the tenant has interfered with it. It should be locked and is not so anyone could access it and put the house in danger. Ask the landlord for the GAS SAFETY record of annual checks and certificates issued to the tenant. Finally DEPOSITS. If the landlord has not lodged a deposit in a government approved scheme within 30 days of the start of a tenancy and served the tenant a notice of where the deposit is lodged also within 30 days then NO SECTION 21 ORDER will be issued by the court. Section 213 Housing Act. While the initial two months notice period is in place the landlord should NOT visit the tenant unannounced and is committing harassment. A crime. The HOUSING ACT over stands and overrules any "tenancy agreement" which often is not worth the paper it's written on. Fight these rogue landlords !
