How do these small towns sustain themselves.

too spread out, no town centre, lots of empty spaces. Why can't SA towns have a town square where the main shops, town hall, cinema etc be? Like towns in Neatherlands..No wonder young people move to Kaapstaad or other cities - these places look souless, with no feeling of excitement.
