Apple iCloud Browser Notes Strobe / Flash Glitch (on Windows 10 PC)

I have a RTX 3060 Right click on desktop -> Nvidia Control Panel -> click on first item on the 3d configuration list -> use my preferences, with emphasis on performance if that doesn't fix try this: Right click on desktop -> Nvidia Control Panel -> Manage 3d configurations -> Program Configurations -> Select Adobe Photoshop -> disable everything. (Probably don't need to disable all, but it worked for me)
You need to keep using OpenCL on photoshop too.
Forget everything I said, go to edit -> preferences -> technology previews -> Deactive Native Canvas

Sorry for the novel, but this has been bothering me for months, if not a full year. I use Notes as a quick, easy notepad for whenever I think of a rough joke and I'll jot down the bones quickly when I think of it and go back and expand later. Everytime I want to go back and go through them on my PC, it does this and I have to copy the entire note to another program (also meaning I can't see those updates on my phone) so this bug has been extremely annoying to me to say the least. And a huge drag whenever I got the motivation to write something extensive using my old notes. Well, it annoyed me again today and I looked online (again) to see if anyone else was having the issue and I see it finally got to someone else. I was also disappointed to see that apple hadn't responded to you in months. So I saw screw it, this bug dies today. I poked around in the HTML/CSS (of which I am far, far from fluent) and I FOUND IT. Right click the browser window and choose "Inspect Element". This opens the inspector(I'm on Firefox, but I imagine it's basically the same for Chrome). Go down to this one: <div class="editor-container notes-note-editor-view-controller" style="transform: scaleX(1) scaleY(1); opacity: 1; cursor: text;></div> To the right in the box that says "Filter Styles", go down to the ones that says: .notes-note-editor-view-controller{ and the one below it that says: position: absolute; is checked. Uncheck it and scroll in the window above to see that the annoying black flicker is gone. (Close the inspector with the X on the right about two thirds down the page.) "It will come out no more!"
Actually instead of unchecking it, click the absolute part and type "sticky" instead. Noticed I was having scrolling issues after unchecking.
