10 car was too high up the track. Cut off 19s natural path. It was clear as day from the stands. 10 also apologized, not that, that helps with the costs incurred. Also he took the front bumper off the 19 car last week, and crashed another car later this race. Camera angle is pretty rough to see anything in this video..
