The detection rate is, and has always been poor for a multitude of reasons. Sometimes a crime may be committed during the night when people are asleep. But even it a crime were to be committed in broad daylight, in front of scores of people, none will be willing to offer evidence, because he/she would be required to attend court over many years, after the case has started! But the majority of cases do not begin within a reasonable timeframe. Many times defence lawyers ,as well as the prosecutors, ask and are granted adjournments on numerous occasions, simply by saying that they are to be engaged in other matters in other courts, or that the lawyers or defendants, or witnesses were ill ! S0ometimes the main witnesses cannot be found, or they recant their testimony, or are threatened or eliminated! When an accused is on bail, witnesses have to be rearful! And witout witnesses, the cases cannot proceed. Even policeofficers have to attend court everytime, failing which, many times the cases are thrown out! Even when a criminal is convicted, the penalty may be a fine, or a relatively short jail term, and on release, they are looking for the persons that gave evidence against them! Would that ever change? Never!

I find that the comments of Mr. Lum Kin did not deal with any short coming of the SEA exam. He acknowledges that previously, a system was necessary because of the scarcity of sufficient school places, but at the moment that is NOT the situation. He admitted that students are asked to do school exercises from standard three and four, so why is there a problem to do similar exercises ar standard five? The fact that some students may come from single parent homes or that the parents may not have the necessary rersources to do extra lessons, has NOTHING to do with the exam! Didn't Mrs. Kamla Persad- Bissessar gave out computers and devices to ALL students that were moving on to secondary school? She was also giving stipends to single parents, so that they would NOT have to abandon the home to seek employment! Economic resources are NOT the problem! If it were, then Carnival would have suffered! The fact that some students have not done CSEC or CAPE is NOT the fault of SEA! Why doesn't Mr. Lum Kin and others like him, refused to show the Report Books and attendance records of those students that have done well and those that have NOT done well? Also ,produce the records of those that are engaged in fights and sex in school to demonstrate whether they have been utilizing their opportunities to learn? Whether or not every student cannot become doctors, lawyers or engineers, is not the fault of SEA! Their successes are evidence that the system works! In fact, Mr. Lum Kin should be honest and disclose how many students, who have done SEA have graduated and become professionals. In fact, many students that have passed through thr SEA system have excelled in foreign Universities! The SEA system is a simple examination to provide opportunities for students to attend the secondary schools of their choice! The fact that students have become attracted to gangs and engage in drugs and other negative behaviours is NOT because of the Primary School SEA examination, but because of the neglect of Secondary School teachers! Behind every successful school child good teachers and good parenting! Didn't Mr. Lum Kin pass thtough the very same system? Why didn't he become a failure like some students? PLEASE DO NOT BLAME THE INNOCENT SEA EXAMINATION, poverty, and politicians, but instead blame those lazy, incompetent teachers that are mostly absent and DO NOT CARE ABOUT THE STUDENTS' WELFARE! Mr. Lum Kin and others like him should ask themselves why some schools, both primary and secondary, have been consistently producing, well behaved, well disciplined, and intelligent students? Is it because of the teachers? If not, what then? Do your teachers go on refresher courses, pr do they engage in union activities?

This man can barely speak coherently. Shocking. This is the best tutta can come up with ? How about assessment of secondary school teachers ? As far as I can see teachers have no accountability for the poor results they produce. Square peg in round role. How about coming up with a ranking system for his teachers ? I bet they fight tooth and nail against that 🙄
