It should never be read 2 with tight end inside to the slot. You are basically setting a zone to wall the inside guy when you should be pushing the outer receiver to man coverage on a read 1. Unless man coverage then the flat will have a step down and high safety will read the zone break.

Studying up so I understand fsu defense better in 24. This explains our LB sizes. Prototypical fsu LB is only 6'1" 210, but cover extremely well. I was curious why they seemed undersized.
