The way Arch Dornan responds to the Chosen One telling him that they were told to pick up their power armor at Navarro implies that this isn't the first time he was sent soldiers without proper equipment from HQ and told to draw equipment from Navarro's stocks to the point where it's becoming a problem for the base's supplies.
