The new San Fransico mint stopped minting business strike pennies in 1974. If you ever find a penny with the S mintmark after 73, it is a proof penny. They only produce proof coins after 73.

Steam had nothing to do with the production of bars. Bars were rolled to correct thickness on steam powered machines. Blanks were cut from strip of metal using steam powered presses.
