Hi! It's the past simple. (1) ''Were' is used as a link verb in Q1 .(i) subject + was / were + adjective - They were late. / She was tall. (ii) subject+ was/were+ noun- He was a singer last year / They were students. Plz note the form of past continuous - subject+ was/were+ present participle (-ing verb) Examples: They were eating / He was crying. In Q1 'late' is an adjective, not a present participle.
