You see this because the police in City and County just will not go out on ordinary street patrols. I don't know if they're afraid of the citizenry or if they just don't want to be bothered with the paperwork associated with traffic tickets and court appearances, but their substations are crowded with patrol cars all day long, cars that should be out maintaining a presence that would discourage drivers from behaving like maniacs. Any time there's even a minor accident, though, they come swarming out to see what's happening. I'm starting to understand the "defund the police" movement.
