IIRC, in I Know What You Did Last Summer, that line was added by a kid who won a day on set through some sort of "help make a movie" contest. The kid said that he wanted Julie to turn around and scream "what are you waiting for", and Jennifer Love Hewitt, the actor who played Julie, thought the line was absolutely ridiculous. Turns out it became the most unfortunately iconic scene in the movie.
