Its hard to tell from this footage but it might be a "Xylocopa violacea" or violet carpenter bee. From the way you talk i would assume you are from America so i dont know if they arrived there or not but Im from central Europe and they are pretty common here. Theres one that lives in our garden and theres another one at my grandmothers garden and they are fantastic animals, one of my favorite kind of bee to witness out in the wild. They are big, they sound amazing when they fly, they are very chill and because of this you can admire their beauty from very close because they just dont care if i push my face up to a few centimeters from them :)

As far as I see it is actually excreting water from it's tail part probably to dissolve minerals or microscopic particles from the surface of the rock which it can then lick of.
