I think many Vietnamese immigrants choose to settle in Chbar Ompov instead of Phnom Penh due to the commuting convenience for them, they either can catch a boat or bus if they want to go home, so they have more choices, also Chbar Ompov is an outskirt and only a few steps from the Capital Phnom Penh, its less competition and more economically, less expensive land and houses. So Chbar Ompov suit their need better.
