Look, there's a certain LOOK to Russell Crow that you won't get in other Javert's. The majority of the film, he always seemed as though he had something else on his mind, making it appear as though the idea that Valjean was still out there was tearing him up. While he has a MUCH different voice than Philip Quast, Russell Crow is hardened. Javert appears a scraggly, cold-hearted parole officer because that is all he knows.
