Why would you want to use a melee stage that’s modified in a game that has 0 tech skill and has a buffer system? (A buffer system is basically training wheels for a fighting game)
Buffer systems are here to stay unfortunately. They are necessary due to changes in the visual display technology we use for games. Not sure if you’ve ever tried to play the original Smash 64 on a 72 inch screen, but it feels even worse than Ultimate’s built-in delay.

Yes, that's how you get read and hard punished. Maybe in extended situations like this, you may want to throw out 1,or if you're confident they won't expect or bait it, 2 so you can, in the worst case, offer a viable threat if they continue the combo, and in the best case take advantage with your own combo or heavy hit. Returning to neutral is also an option, but with incineroar vs a projectile character it's not particularly favorable.
