Despite the fact that she was from a different series, Sakura from Street Fighter really felt like she belonged in the Rival Schools/Project Justice universe. I feel like it's a missed opportunity that they didn't include her in Project Justice (though her moveset is a customizable option if I remember correctly).
I can’t say why for sure, but I think it was a story reason. Sakura was involved in Rival Schools because people from her school (Tamagawa Minami HS) were among the kidnapped students. Project Justice was thrown into motion because of the riot at the Taiyo-Pacific Athletics Battle (a joint school event) and the stuff with the fake Batsu. I guess they probably could have made up a reason for Sakura’s school to get dragged into things again so that she’d be in the game. Sakura is supposed to be close friends with Natsu and Hinata, so the three doing a platoon attack would have been funny.

This is not "Rival Schools 2". This is "Rival Schools: Fighting Spirit Diary 2", the meaningful updates (aside the new playable characters) are for the Diary/Visual Novel part of this game. The real part 2 is Project Justice. Funny enough, Project Justice (Moero! Justice Gakuen in Japan) doesn't carry the "Rival Schools 2" moniker either (only in Europe, though).
rival schools needs to be revived Capcom please bring this back the roster is so good & original when it comes to character design i love it how you can unite combos & special moves imagine this game with modern graphics it would be stunning very
