    Where in Clinton is there another all black neighborhood in Clinton. Does the naacp know anything about the city of Clinton. This is one thing I do stand behind Fisher on.

    As an FYI, the 4 police officers position that were cut, have never been filled. There were 66 spots and the most the city has ever had was 62 and that was only briefly.

    They should do this, all women appreciate and love a sparkling wine or Chardonnay while getting a pedi and chatting with friends! Would be more tax money toward the city too. I don’t understand why this is a frightening concept, it’s a tad weird that it is thought of that as that way. This is a pretty normal way to operate a salon and or spa….

    Well, I appreciate that Sarah but with all due respect, I don’t think a lot of your points are valid. Your not in the business and don’t know the mechanics of what all is required. The new STR draft ordinance is very specific and does provide the necessary requirements to vet investors so that we have a reasonable set of rules. You haven’t seen the ordinance in detail yet (it wasn’t presented on 5/24 in detail). It mirrors Ocean Springs. You were in agreement that it was pretty solid and quoted it. No one is arguing the point an ordinance is needed but the statements your making are the exceptions not the rule. We’re not talking about creating mini-hotels, STR’s are lightly regulated properties. They were never intended to be “hotels” and serve food. Have you ever stayed in one? People use them because they provide great value for the price and you get a full kitchen, washer and dryer, etc. STR investors vet their guests, ensuring they have proper ID, and good history. Home owners aren’t vetted at all, you don’t really know who lives next to you. People want STR’s in lieu of hotels because its more private with the creature comforts of home. Hotel and STR’s both have a place and fill a niche. STR’s are not causing a housing shortage; in fact, STR’s are generally nicer properties than rentals and they enable people to come stay in Olde Towne (think Continental Tire, MIlwaukee Tool) and allows them to get used to the area so when they decide to rent or buy, guess where they’re likely to go…..I have two STR’s on my street (one is ours) and there are no noise or quality of life issues - honestly, you would never guess they’re STRs. Guests use trash cans for their trash like you and I. Your concept is already out there, it’s called an extended stay hotel and you see them along I55 in Jackson and they’re way below standards of a STR. My prayer is that we stick to the facts and make a data driven decision.

My intention is for a respectful education, discussion, and debate about the merits of this ordinance. Anything that the Clinton Courier can do to facilitate such a discussion is most welcome.     Thanks for your comment, Brian. I want to clarify that I am not speaking about you personally when I say that we are being asked to trust that everything will work out fine with short-term rentals in Olde Towne. I am referring to the fact that the residents of Olde Towne need more information and legal protections than we are getting. At this point, the residents of Olde Towne have no legal protection or recourse from people operating a short-term rentals “who didn’t go about it the right way.” The definition on a short-term rental that was put before the Planning and Zoning Commission on Tuesday, May 24, 2022 did not address any ordinances that would REGULATE short-term rentals. Based on specific questions asked by audience members at the May 24 meeting and the answers provided by the members of the Planning and Zoning Commission, allowing this definition to be added to the city ordinances means the floodgates would be opened for short-term rentals without any order or regulation. At the end of the debate regarding this definition, the Planning and Zoning Commission voted against allowing the definition of short-term rentals to the city ordinances. Rather than asking the residents of Olde Towne to both convert the already limited amount of housing units (single family and apartments) into mini-hotels, and then live next to these mini-hotels with unknown people coming and go all the time, city officials could explore other options like creating an “Apartment / Hotel.” Apartment / Hotel is known hybrid model in the real estate and hospitality industries that could be used at a place like Hillside Commons or another existing apartment building in Olde Towne. Barsala is a company using this model for the old Courthouse building in downtown Jackson (245 E Capitol St, Jackson, MS 39201) and in other cities around the country. www.barsala.com/about The benefits are: • The people who sign a lease for an apartment in an Apartment / Hotel are knowingly signing up to live in a building where hotel guests will be coming and going. • There is a company responsible for vetting and overseeing the guests. It is not a short-term rental scenario where no one is on the premises to take care of the guests. • Management agreements do not require a master lease. Units can be used as model units while also being available to rent. • The Apartment / Hotel model would allow visitors to stay in Olde Towne in a full-size apartment with all amenities for an extended time-period without disrupting the lives of residents of Olde Towne due to quality-of-life issues that can result from unregulated short-term rentals (increased noise complaints, traffic and parking congestion, litter, and crime).

    Randy, thank you for this podcast and for including several different perspectives on an important issue for many residents of Olde Towne Clinton. We ask that all our city officials seriously consider how allowing short-term rentals (Airbnbs, etc.) will impact all residents of Olde Towne over a period of 10+ years vs. thinking about it giving a conditional use zoning change to a few people here and there. If city officials are not careful with this issue, they could inadvertently “kill the golden goose” of Olde Towne Clinton. What makes Olde Towne attractive to visitors comes from the very care and investments of the residents of Olde Towne have made into their own neighborhood. It has been well-documented with years of data that unregulated short-terms rentals often create ongoing quality-of-life problems for the people who live near them. If you create quality-of-life problems for the residents of Olde Towne, then it can have the unintended effect of people moving out. We need more than assurances of, “Trust us, everything is going to be fine with these short-term rentals.” Madison and Ridgeland do not allow short-term rentals. Jackson is considering a ban due the problems they are already having from them.       Just to be clear, we’re not asking for a blanket “trust us” that’s why the ordinance is being put in place. We agree with reasonable rules to ensure those in this business are doing it the right way. The first two articles are commentary (one was my attempt to try and get a more flexible ordinance) biut Ridgeland allows stays over 90 without issue and over 30 with a permit - so they’re not banned. People confuse STR and Air BNB - the later can be 4 days orn4 months - side note here allowing less than 30 days will also increase the City’s tax revenue as STRs are required to collect and pay the 7% sales tax. The last one is a person who didn’t go about it the right way - that’s not what’s taking place here. Jackson has nothing on the docket to bam at this point based on what I’ve read but HOAs always have the final say either way. The ordinance, as I understand it, is about allowing less than 30 day stays or longer than 30 day stays - not limiting to just 30 days.
