It wasn't a bike lane.
The guy in the chair is a complete masterbator. He has no need nor right to be in the cycle lane, especially as the pavement is clear.
Cycle lanes are listed in The Highway Code and are not unique to TfL red routes. They are separated from general traffic by a white solid or dashed line. Sometimes the cycle lane will be a different colour from the rest of the road. The start of a cycle lane is marked by a sign at the roadside and markings on the road surface. thats not a cycle lane... as it isnt marked correctly to signify its a cycle lane...
Have you seen some of the obstacles on sidewalks? Bike lanes are good for wheelchair access.

I believe that cycle lanes are for cyclists only and wheelchair users should be on the footway and not on the road.
In the footage shown the wheelchair user is not in the cycle lane, he's in the zigzag zone of a pedestrian crossing, the zigzags have priority, no cycle lane markings, of course a cyclist would be confused, just as they are confused by red traffic lights.

Wheelchair users would prefer to use the pavement if it were not for parked cars on pavements, street signs, advertising street furniture, chairs and tables outside cafes, wheelie bins, potholes, overgrown hedges, cars parked across dropped kerbs, insufficient dropped kerbs, no pavements at all, cyclists using the pavement.

This happens when you tell everyone to cycle
now imagine everyone that was in that lane in their own metal box, idling their engines at the same red stop light!
This is exactly what happens!. If u don't get proper bike infrastructure.... now imagine every one of these cyclists in a car. There would be (roughly counted) 22 more cars with one person in there, there are at this intersection about (roughly) 14 cars. And you know that these cars take up way more space ALREADY while having loads more space. Imagine it being 36 cars. Give bikes more infrastructure separate from cars and people will bike, and you know what is the best? Motorists also benefit because there are fewer cars on the road.
