Mind you this is Barbara having a nightmare, so this actually never happened, and you can actually see it in the way the characters are portrayed in this interview. Harley queen, as always being a stand-off ish clown, obviously trying to hard to appear innocent, I'm sure Batgirl knows her very well so that's why she's so similar to the one we know, but Mad hatter? first, he isn't even rhyming, we all know Jervis is very unstable and gets lots in his words a lot, but in here he's portrayed as a very civilized and smart man, maybe that's how Barbara sees him, someone who's a genius and with politeness compared to other villains like joker or Croc. And Riddler and Scarface, just saying YEAH! to the money demand, maybe Barbara sees those two as just some greedy bad guys. Sorry for the long comment, I just thought it'd be fun to speculate a bit.

Here's the thing: if it actually made them leave life of crime and turned them from supervillains into deadbeats, giving them the money would make perfect sense. Sounds amoral, sure, so it would probably have to be done under the table, but keeping them alive and locked up in Arkham isn't free either, so maybe putting them on parole, possibly in some witness protection program, might make sense. Anything to redirect them from wanton destruction.

Honestly this is why I prefer fantasy heroes to superheroes. Fantasy heroes will most often behead a sorcerer king without a thought otherwise. Superheroes will be like "but he's still huuuuumaaaan. Is one life worth..." Shut up! If They let every murderer in the wild west live instead of hangin em how many more women and children would've been tortured, violated and killed? Then, when you find out she's marrying someone else, you sabotaged her engagement by controlling her fiance just so you can have her all to yourself (you did this long before you crossed paths with Batman). Harley Quinn allowed the Joker to manipulate her into becoming his lunatic sidekick, Riddler wanted revenge on his boss who stole his ideas and took credit for it, and the Ventriloquist is letting a puppet boss him around. Even if Bruce Wayne had never became Batman, all of his enemies are still mentally unstable and self-made.

the phoenix saga in tas was one of the best written sagas of the series. its sad most shows will never compare to the quality of this series.

I love this, definitely one of the deepest moments for a non main character in the entire series. For being a kids show it really took things to an adult level.

Harley turned to crime because of Joker's mind games, Hatter turned to crime because of a woman, and Riddler turned to crime because someone was stealing his ideas and not getting credit for them. Batman just comes in to put a stop to their schemes, how is any of their criminal activity Batman's fault?

Keep in mind that this is a hallucination of Barbara's. In an earlier episode, all of the villains held a trial in Arkham in which they all admitted that Batman was not responsible for what happened to any of them.

I always laugh at villains. Most of them are bad first, driven to it by someone else causing them to commit a crime, many of which are not mentally sound. They all choice the life they lead and it's them who are at fault. If a real superhero of any sex or form appeared, most likely they would get treated like Superman in the most recent movie of his or Batman who doesn't have powers. But think about it. Some where right now there are many people with money and power who are already doing bad things that could easily become miner to super villains because if such a hero appeared. Sadly it's all ego for villains, even though they say it's pride, it's not it's all there selfish egos that make them try harder and harder to kill the hero and end up either more hated, longer time in Jail, or the nut house, or sometimes dead. Hero's don't fight with ego or pride, they fight to protect those who could never protect themselves the way the hero could and the hero is happy with the praise and hurt by the scorn of those who don't respect or care for what they do. Oddly enough nearly all superhero's in DC are vigilante hero's, and yet why is Batman always the one called vigilante. I have heard it passed around to other DC hero's but not as much as the Bat.
