You can just slightly hear the Dr. Claw in his voice when he laughs at Blaster in the first clip. It's not normally noticible apart from in Roll for it and Webworld where they forgot to use the vocodor on Franks voice in one part of each episode.

This was an Incredible Masterpiece for My Second Favorite Version of Sebastian Blood/Brother Blood and My Third Favorite Villain in Teen Titans. John DiMaggio did a Phenomenal Performance Bringing Brother Blood to Life.

The only two times he ever laughs in the entire cartoon are when he's facing his Autobot counterpart... and when Starscream's fucking up again. Magic
Starscream DID make a fool of himself in a funny manner after calling Megatron a coward for not attacking one of the alien plants so I'd laugh at Starscream too if I were Soundwave. As for the fight with Blaster, I imagine Soundwave enjoyed getting the upper hand in his fight against him as it's a matter of personal pride for him given how he's fighting against his enemy's counterpart to him.
