I just came up with an idea to make this au work (i really don't know why i did this, i just don't like au's that just make no sense like how did todoroki lose his quirk and gain this one?) So ability users are developed in quirkless people (aka people with abilities tend to be born with them and still have the extra pinky toe, ability are known to be more powerful than quirks and anyone with an ability is bound to be powerful) todoroki after losing his ability and eyesight to all for one developed an abilty as he's now quirkless (i hope this makes sense, there was a lot more i though up but didn't want to go on for too long, so this is just the shorter explanation) (the pinky toe is just a way to separate ability users from quirk users as a person with a quirk can't develop an ability as the they'd clash and kill the person so in order to protect the ability user's body, the body started to adapt and suppress the ability, so after todoroki lost his quirk his ability was able to come out) abilities are rare (only a small percentage of quirkless people are born with abilities)
