@23 minutes, yes systems can and should be providing strategy and propositions to provide the most efficient fie attack plan. Also perhaps most importantly, analyze post fire reports and provide improvement guidance - the actual fire attack, team configuration, gaps in skills and training, etc.
By far, the very best discussion I've ever encountered re the fire-fuel-climate challenge.
