It's kind of a plot twist but there's a bit of a plot hole missing from this scenario like if Timmy wished for people to stop aging then how do they celebrate their yearly birthday even if they don't age? Did the wish suspend time itself to that particular year or did people forget the concept of time itself? Or perhaps people were suspended in time but the world itself still continues its yearly cycle?
